Motion: Changes to Drivers Licensing requirements and the use of section 10b permits

Council - 7th November 2017

To consider the following motion of which due notice has been given:

‘This Council recognises the invaluable contribution of community transport, community groups, voluntary sector organisations and charities that operate transport under section 10b permits to the citizens of Fermanagh and Omagh.

These services and activities are critical to those who use them in the district and are recognised as a key element of the People and Communities theme of our Community Planning process.

Consultations issued by the Department of Infrastructure regarding changes to Drivers Licensing requirements and the use of section 10b permits puts transport in Fermanagh and Omagh under threat. These proposals are being undertaken without an impact assessment of the effects of the proposals and without contingency plans or resources being put in place to ensure transport for older people, people with disabilities and the most rurally isolated in our society continues after 1st January 2018.

This Council calls upon the Department for Infrastructure to suspend this consultation process until such times that the Department can demonstrate that proper provision has been put in place to ensure citizens of Fermanagh and Omagh continue to receive transport provision that best meets their needs.’

Proposed by: Councillor Farrell, seconded by Councillor Mahon and supported by Councillors Buchanan, Elliott, Robinson and Thompson.
