RESTART- Rural Regeneration Programme

Delivery Lead – Fermanagh and Omagh District Council

Restart Locations Map

The towns of Clones, Belturbet, and Newtownbutler experience high levels of vacancy and dereliction. The Rural Regeneration Programme aims to address these challenges through a series of targeted interventions designed to support town centre regeneration, enhance vitality, and reduce vacancy and dereliction through coordinated engagement with key stakeholders.

 Audit of Vacancy and Dereliction

An audit will be undertaken of properties within the town cores of all three locations. This will include:

  • A visual survey of properties
  • Classification of buildings (vacant, derelict, or in use)
  • Identification of property ownership

This audit will establish a detailed baseline of the current conditions within each town centre.

Guide to Town Regeneration and Redevelopment

A comprehensive guide will be developed to bring together information on all available supports, including grants, tax incentives, and other funding opportunities. This resource will assist property owners and stakeholders in bringing vacant and derelict buildings back into productive use.

Regeneration Plans / Concept Designs

A vacant property regeneration pilot will be delivered across the three towns. Up to 30 properties will be selected to receive tailored support from qualified professionals who will work directly with property owners to:

  • Undertake building surveys
  • Identify potential future uses
  • Outline suitable redevelopment options
  • Highlight relevant supports and funding opportunities
