Community Planning
Introduction
The Fermanagh and Omagh 2030 Community Plan uses an Outcomes Based Accountability (OBA) framework to identify outcomes and actions, and measure the success against both. There are 6 outcomes; progress is measured against the outcomes using ‘population indicators.’ These are high-quality, reliable data sources that reflect the conditions of the whole population within Fermanagh and Omagh. They are how to know if progress is being made against the outcomes in the plan and if the lives of the people in Fermanagh and Omagh are improving. Thus, they are high level, long term in nature and no one organisation can, or should, accept responsibility for making an impact on their own.
The 2030 Community Plan was reviewed in 2022/23, with some amendments to the wording of the outcomes and a sharpening of the focus, reducing the number of population indicators to 18.
A Statement of Progress, providing an overview of Community Planning activities over the past 2 years was published in November 2025 and is available here.

An overview of the 18 population indicators, including the data, trend, projection, and narrative is available to download below. There are two versions available:
- The ‘SOP 2025’ relates to the Population Indicators as they were in the Statement of Progress 2023-2025.
- There has been a revision to 3 of the indicators due to data availability issues (2a, 3c & 5a). The latest set, complete with revisions, are the ‘December 2025 Onwards’ indicators.
