Cosmetic Skin Piercing and Semi-Permanent Skin Colouring

Licence summary

If you carry on the practice of acupuncture or the business of tattooing, cosmetic piercing, electrolysis or semi-permanent skin colouring in Northern Ireland, you must be registered with a District Council.

If you work from premises, they must also be registered.

Once an application for registration has been received, you will be issued with a Certificate of Registration.

Fee

A fee of £25 is charged for registration.

Regulation Summary

Local Government (Miscellaneous Provisions) (Northern Ireland) Order 1985 – Articles 13 & 14) as amended by the Local Government (Northern Ireland) Order 2005 (Article 31)

Businesses should be aware that it is an offence to carry on the businesses mentioned above unless they are registered with the Council.  Should you be found guilty of such an offence you may be fined up to £1,000.

Fermanagh & Omagh District Council has in force Byelaws relating to the operation of such establishments.  A copy of these are provided along with your Certificate of Registration.

Will Tacit Consent Apply?

No. In the interests of public safety tacit consent will not apply in respect of applications for cosmetic piercing and semi-permanent skin colouring.

Failed Application Redress/Registration Holder Redress

Your premises will be inspected following receipt of your application to ensure compliance with the appropriate Byelaws.  Any breach of the Byelaws may result in a fine of up to £1,000 or the suspension or cancellation of your Registration.

If a registration is suspended or cancelled the registration holder may appeal to the County Court.

Consumer Complaints

In the event of a complaint the first contact can be made to the District Council.  Alternatively, if you are located in the UK, Citizens Advice Bureau will give you advice.  From outside the UK contact the UK European Consumer Centre.

Other Redress

Any complaints about how a premises is operated should be made directly to the Environmental Health Department.

Public Register

A register of registered premises can be provided on request.

Under the Data Protection Act, Fermanagh & Omagh District Council has a legal duty to protect any information we collect about you.  It will not be disclosed to any third party unless law or regulation compel such disclosure or unless we have been specifically asked to do so in order to deliver a service which you have requested.
