Motion: Victims and Survivors (Northern Ireland) Order 2006

Council Meeting - 4th November 2025

That this Council supports the use of the term “innocent victims” in order to distinguish it from the broader definition of a victim contained within the Victims and Survivors (Northern Ireland) Order 2006.

This Council condemns any attempt to blur the lines between victim and perpetrator by any political party or public body. The Council further calls on the Minister of Justice to ensure that, in upholding the Victims and Survivors (Northern Ireland) Order 2006, victims are not treated, in word or in deed, as being equivalent to perpetrators.
