Council launches Performance Improvement Plan 2026–2027

Fermanagh and Omagh District Council has formally launched its Performance Improvement Plan (PIP) for 2026–2027, setting out how the Council will continue to improve services and enhance quality of life for residents across the district.
The Plan outlines four key Improvement Objectives which are outlined below:
1. We will prioritise the Council progressing towards Net Zero
2. We will work in partnership to tackle disadvantage to ensure our people have access to opportunities
3. We will work in partnership to achieve a more inclusive economy and to promote shared prosperity across our district.
4. We will seek to innovate and advance our governance and digital capabilities to improve the quality of our services and the effectiveness and efficiency of the Council.
These objectives build on progress achieved in 2025/26, including significant reductions in carbon emissions, increased support for residents experiencing poverty, growth in inclusive physical activity participation, and investment in local businesses and digital infrastructure.
The Plan has been developed through an evidence-based approach and informed by public consultation, with strong support for actions addressing poverty, business development and community wellbeing.
The Chair of Fermanagh and Omagh District Council Councillor Debbie Coyle said: “The launch of the Performance Improvement Plan 2026–2027 demonstrates the Council’s strong focus on improving people’s everyday lives while planning for the future.
We have listened carefully to the views of our residents and stakeholders, and this Plan reflects both the challenges facing our communities and the opportunities ahead. I look forward to seeing the positive impact these actions will deliver over the coming year.”
The Chief Executive of Fermanagh and Omagh District Council, Alison McCullagh said: “This Performance Improvement Plan reflects our continued commitment to delivering meaningful and measurable improvements for our residents, businesses and communities. It balances immediate priorities such as tackling disadvantage with longer-term ambitions including climate action and digital transformation.
Through strong partnership working, evidence-based planning and a focus on outcomes, we are confident this Plan will help us make a positive and lasting difference across the district.”
Under the Local Government Act (Northern Ireland) 2014, councils have a statutory duty to secure continuous improvement and publish an annual Performance Improvement Plan.
The Council’s 2026–2027 Plan aligns with key regional priorities, including the Programme for Government, and focuses on delivering tangible improvements across environmental sustainability, economic development, community wellbeing, and service quality and efficiency. Progress will be monitored throughout the year and reported publicly to ensure transparency and accountability.
