Fermanagh and Omagh Community Plan – Statement of Progress 2023–2025
22nd January 2026
A decade of partnership delivering improved outcomes for people and place
The Fermanagh and Omagh Community Planning Partnership recently launched its fourth Statement of Progress, covering the period June 2023 to June 2025. The report marks a significant milestone as the Partnership approaches its 10-year anniversary, highlighting major achievements, strengthened collaboration, and the continued commitment to improving the lives of people across the district.
Prepared in line with statutory duties under the Local Government Act (Northern Ireland) 2014, the Statement outlines progress against the refreshed Community Plan priority areas, showcasing improved outcomes, impactful partnership work, and emerging challenges for the years ahead.
Commenting on the launch, Councillor Rosemary Barton, Chair of the Community Planning Partnership, said: ‘Over the past two years, the Partnership has demonstrated the value of collective leadership and collaboration. We have continued to strengthen our shared commitment to place-based working, guided by the vision set out in the FO2030 Community Plan.
Our progress would not have been possible without the tireless commitment of our community, voluntary, statutory and private sector partners. Almost 10 years on, the collective impact of community planning, bringing together knowledge, resources and influence to address complex issues like health inequalities, rural isolation, economic inactivity and climate change in a joined-up way, continues to emerge.
I want to thank every partner and stakeholder for their contribution to this collective effort, both over the 2023–2025 period and the decade that has passed.’’
Cllr Barton also noted that despite continued budgetary pressures and rising demands on public services, the Partnership has delivered tangible results through wellbeing programmes, rural support initiatives, new engagement mechanisms, and strengthened thematic partnerships such as the Integrated Wellbeing Network (IWN) and the Integrated Climate Action Network (I-CAN).
The Statement of Progress highlights significant progress across the four priority themes of the Community Plan:
- People and Communities
- Economy, Infrastructure and Skills
- Environment
- Partnership and Governance
It also showcases examples of good practice, including community wellbeing initiatives, poverty intervention programmes, the expansion of sustainable food networks, climate action projects, employment partnerships, and the delivery of enhanced local services through collaborative approaches.
The Statement demonstrates that the Partnership is increasingly shifting from strategy development to delivery on the ground, supported by stronger governance arrangements, new thematic networks, and improved community engagement structures.
With the 2024–2028 Community Plan Action Plan now in place, partners will continue to build on shared priorities, respond to emerging challenges, and ensure residents and businesses benefit from collaborative planning and investment.
