Fermanagh & Omagh District Council update statement re BBC programme

Fermanagh and Omagh District Council understands the public concern arising from the BBC programme shown on Wednesday 15 April and has received a large number of letters and requests for information following the programme.

Part of the programme pertained to a dog breeding establishment at Clabby, Fivemiletown, for which the Council is the licensing authority.

Fermanagh and Omagh District Council is responsible only for the licensing of the operation, and for animal welfare, at the establishment.

The UK Dog Breeding Academy was inspected by Council Officers on 18 March and it was found to be compliant with the legislative conditions required for the issuing of a dog breeding establishment licence. The legislation does not limit the maximum number of dogs for which a licence may be applied, provided the conditions of the legislation are met.

At the Policy & Resources Committee meeting held on 15 April, Members requested that a full report regarding the licensing of the UK Dog Breeding Academy would be brought to the Environmental Services Committee meeting on 6 May. This report will include details of an unannounced inspection of the UK Dog Breeding Academy on 16 April. In accordance with the Council’s standard procedures, the agenda and all associated papers, including this report, will be available on the Council’s website, www.fermanaghomagh.com from the afternoon of Friday 1 May. It is the Council’s view that the report should provide an adequate response to many of the issues which have been raised by the public with the Council.

It is important that members of the public understand that the Council does not have responsibility for legislation pertaining to the licensing of dog breeding establishments and animal welfare. This is the responsibility of the Department of Agriculture and Rural Development (DARD), and the Council carries out its functions in line with the legislation.

Due to the amber weather warning, all Council offices and facilities are closed for the remainder of today, Monday 16 October 2017. We are currently working on the basis that Council services will resume as normal tomorrow (Tuesday 17 October 2017) however we will be keeping this under review. This position may change depending on weather conditions.
